In the Jungle of Nool, Horton the elephant bathes in the watering hole when he sees a small dust speck floating by. Recognising the dangers they face, he resolves to keep them safe. A cold war between two lands over a ridiculous dispute leads to a perilous arms race. Horton promises to protect Whoville from harm, feeling that "a person's a person, no matter how small." Horton the Elephant struggles to protect a microscopic community from his neighbors who refuse to believe it exists. He hears a call for help coming from the dust speck and, thinking someone is living on it, saves it from going over a waterfall. In this story, Horton discovers there is a microscopic community of intelligent beings called the Who's living on a plant that only he can hear. The special ends with Dr. Hoovey relaxing in his chair when he sees a small dust speck and hears a call for help coming from it, much to his dismay. The animation is great and the music pleasant. It's written, of course, by Dr. Seuss (including the song lyrics). They resolve to take action for his own good and Horton and The Who must struggle against these impossible odds to prevent a tragedy.singing to Dr. Hoovey, who they now believe after they have been dropped from the sky Directed by Chuck Jones, Ben Washam. A strange wind blows into Whoville, making all the inhabitants stay indoors. This isn't quite on the level of How the Grinch Stole Christmas (which was perfection), but it is very enjoyable in its own right. The other animals in the jungle — particularly the cynical Jane Kangaroo — think he is crazy, and do not believe in the existence of the Whos.

The other Whos, seeing the destruction as proof that Dr. Hoovey was right, rally behind him. However, young Eukariah decides to confront the Grinch. Setting it on top of a clover, he discovers it is home to a tiny town called Whoville, home to the microscopic Whos. The Cat in the Hat (the most famous Dr. Seuss character) narrates a story about a girl named Mayzie McGrew, who mysteriously has a daisy growing from her head!

Dr. Hoovey searches through town and finds a small Who named JoJo, who is bouncing a yo-yo instead of making noise. Jane finds Horton with the clover and, with help from the Wickersham Brothers (and their relatives), plans to end Horton's "problem" once and for all and they tie Horton up and pulls him into a cage, intending to boil the dust speck in beezle-nut oil. Definitely one you'll want to check out if you're a Seuss fan. His words are what makes his stories so timeless. Solid voice work from Hans Conried and June Foray.
